ETC is a non-stop electronic toll collection system. Car owners who handle ETC business will receive customized ETC equipment issued by various high-speed companies. There is no need to pay parking fees when passing highways, but electronic payment. However, in accordance with the policy of "one car, one card", currently only one ETC card is allowed for one vehicle in the country, and it is not allowed to apply repeatedly. If the owner needs to replace the new equipment, the original equipment must be cancelled.

These platforms belong to different agencies, including banks, high-speed companies, authorized agencies of highway transportation departments, and third-party information service companies. However, various platforms have different regulations regarding the waiting time for ETC cancellation.
For example, the WeChat Mini Program "ETC Assistant" shows that if the equipment applied for on the platform is to be deregistered, the equipment and card must be sent back to the designated outlet of the card issuer. The device is logged out within 30 to 45 days after receiving it. And because ETC is a custom device, cancellation of the device fee cannot be refunded.
The WeChat mini-program "Zhejiang ETC" also stipulates that Zhejiang ETC vehicle-mounted equipment is a special product, and once issued and activated, returns are not supported. Professor Liu Junhai suggested that the competent departments of transportation and finance should carry out special law enforcement rectification to "set rules" for the ETC issuance market.
